Why does software suck?

I know why.
It’s because the tools and the materials are changing far to quickly for anyone to develop full mastery. Example: consider the market for master COBOL programmers. Shrinking pretty fast I would say. FORTRAN, on the way out, C & C++… losing out to newer tech as well.
Imagine if carpenters had to learn new tools every year to deal with new materials. Fine craftsmanship would disappear.
